Kuwaiti government unveils national development strategy 2035 and 2017/18 budget

The Kuwaiti government unveiled yesterday its national development strategy 2035, It also released details of its 2017/18 budget. The main points were made at a presentation and press conference yesterday. There is also a website www.newkuwait.gov.kw that provides various information including on flagship project plans (See more details below)   2017/18 budget highlights: - Oil price (USD45 for budget, sees oil at USD55-60): 2017/18 budget based on oil price of USD45, compared with USD35 in previous budget ; Kuwait sees oil price at USD55-60 this year - Oil production: Oil production expected at 2.8mn barrels per day unchanged from 2016/17 Plans to boost oil production to 4mn barrels per day by 2020, and invest to maintain that level until 2040 - Spending (increase of 5.3% over previous budget) : Total spending (excluding Future Generation Fund transfers (FGF)) seen at KWD19.9bn in 2017/18 versus KWD18.9bn 2016/17 - Lower budgeted deficit : Excluding Future Generation Fund (FGF) transfers, budgeted deficit seen at KWD6.6bn in 2017/18, compared with KWD8.7bn in 2016/17 budget - Capital spending: Capital spending to reach KWD3.4bn in 2017/18 ; Plan to boost investment in petrochemicals, refining to create jobs - IPO: Kuwait to list power generating company in 2017. 50% stake will be sold to Kuwaiti citizens - Power projects: Kuwait plans three new power generating companies in partnership with private sector (timeline unclear)   2035 goals: - Human capital – reform the education system -  13 new colleges and increase student capacity by 40,000 - Healthcare – improve service, quality and develop national capabilities - +8,000 hospital beds - Living Environment– 15% of electricity from renewable sources by 2030 - Infrastructure / Economy – increasing investments – the infrastructure and economy pages lists various projects with estimated completion, percentage completed as well total estimated cost and total annual cost - Global Position - Public Administration– Reform administrative and bureaucratic practices to reinforce transparency, accountability, and efficiency in the government (Kuwait news agency, Bloomberg)
